Rename old custom profile and permission sets with zzz as prefix
Roll up with sample users in each group for a week.
Roll up with all users

Minimize Profiles because they will be retired soon. Only use Profile for features that are not available from Permission Sets, such as assigning default app.
All object permissions should be managed by Permission Sets.
